In connexion with Hong Kong sanitary matters I have the honour to inclose a copy of a Memorandum written for the information of Her Majesty's Secretary of State for War, by no less eminent a sanitarian than Dr W. A Mackinnon C.B., late Surgeon General to Her Majesty's Forces in China.
Although Dr Mackinnon has only favoured The Right Honble The Earl of Kimberley,
